Abstract
Kentucky’s enacted 2026–2028 budget uses several fund lanes. This edition focuses on three terms that readers often see together—General Fund, Road Fund, and Restricted Funds—and provides a worksheet for preventing unlike rows from becoming one misleading total.
Scope and method
The bounded corpus is the Kentucky Office of State Budget Director’s enacted Budget Documents page and 37-page Budget in Brief, observed November 5, 2026. The General Fund Summary is on source page 1 and the Road Fund Summary on source page 2. Restricted Funds appear in agency and capital records and are not treated here as one fungible statewide balance. Campaign-finance and private identity joins are excluded.
| Lane | What the checked record establishes | FY2027 enacted authority | FY2028 enacted authority |
|---|---|---|---|
| General Fund | The summary reports statewide resources, reserves, and appropriations for this fund. | $16,595,539,200 total appropriations | $17,146,289,800 total appropriations |
| Road Fund | The separate summary reports road-fund resources and appropriations. | $1,838,103,600 total appropriations | $1,910,283,700 total appropriations |
| Restricted Funds | The term appears in agency/program and capital source records; the restriction and responsible program must be read at the controlling row. | Not reduced to one comparison number in this edition | Not reduced to one comparison number in this edition |
Reproducibility: the four published amounts are direct transcriptions from the two fund summaries. They are not added together, converted into payments, or used to calculate ROI.
Why these lanes should not merge
- Fund identity: the source and restrictions attached to a dollar matter.
- Fiscal period: FY2027 and FY2028 are separate plan periods.
- Evidence state: enacted appropriation authority is not an encumbrance, contract, invoice, payment, recovery, or outcome.
- Program detail: a Restricted Funds row requires its agency, program, source, and conditions before comparison.
Citizen fund-and-state worksheet
- Name the exact document, page/table, fund, fiscal year, agency, and program.
- Copy the amount and its label exactly.
- Record the restriction or dedicated source stated by the controlling record.
- Label the state: proposed, enacted, amended, encumbered, contracted, invoiced, paid, recovered, or outcome-related.
- Do not add unlike fund or evidence states as one cash total.
- Record the next source and stop before alleging legality, waste, savings, influence, or impact without the needed evidence and human review.
What remains unknown
This edition does not establish every Restricted Funds source, later amendment, transaction, recipient, payment, recovery, or outcome. It does not establish motive, influence, favoritism, conflict, corruption, coordination, endorsement, or causation.
