Abstract
Agency pages in Kentucky’s enacted 2026–2028 Operating Budget, Volume I, place several evidence layers on one page. This edition supplies a five-layer method so a reader can extract a number without detaching it from the government unit, fiscal-year state, fund source, expenditure view, or policy narrative.
Bounded scope and method
The reviewed corpus is the official enacted Volume I PDF, especially PDF pages 10–18 / printed pages 3–9. The Office of the Governor page is used only as a worked reading example. Values are direct transcriptions; the one difference below is independently recalculated. No payment, recipient, campaign, motive, legality, savings, waste, ROI, or outcome conclusion is made.
| Layer | What to preserve | Why it matters |
|---|---|---|
| 1. Government hierarchy | Branch, cabinet or grouping, agency, program, and unit | Similar labels at different levels are not interchangeable. |
| 2. Fiscal/evidence state | FY2024–FY2028 and actual, revised, or enacted | Enacted authority is not an actual payment. |
| 3. Source of funds | General, Restricted, Federal, Road, Tobacco, or another stated lane | Sources can carry different restrictions and conditions. |
| 4. Expenditure view | By class, fund source, or unit | These are alternate views of spending; adding them together can double count. |
| 5. Narrative and policy | Agency role, enacted policy item, amount, year, and stated limit | The prose may explain a change that the table alone cannot. |
Worked control check: Office of the Governor, FY2027
| Field | Enacted FY2027 | Evidence state |
|---|---|---|
| Total source of funds | $7,180,300 | Enacted table value; not a cash-receipt certification. |
| Total expenditures | $6,976,000 | Enacted expenditure view; not proof of payment. |
| Arithmetic difference | $204,300 | $7,180,300 − $6,976,000. The page alone is not used here to assign a reason or disposition. |
Citizen extraction worksheet
- Record the document edition, PDF page, printed page, retrieval date, and exact hierarchy.
- Attach the fiscal year and actual/revised/enacted label to every amount.
- Record whether the amount is a source, class, fund-source expenditure, unit expenditure, or policy item.
- Reperform any arithmetic and show the formula, denominator, rounding, and unresolved difference.
- Name the next evidence state needed: amendment, encumbrance, contract, invoice, payment, recovery, audit, output, or outcome.
- Stop before inferring motive, influence, favoritism, waste, savings, legality, or impact.
Limits, version, and correction route
This edition does not review every Volume I page, enacted bill condition, amendment, transaction, recipient, payment, recovery, audit, or outcome. Corrections should identify the exact document, page, field, formula, and replacement evidence. Louisville correction/update coverage remains active. No downloadable PDF is claimed because a controlled public file route and print receiving-surface QA were not completed.
