Where Louisville’s FY2027 Operating Authority Goes: Six Budget Classes, Not Six Payments

Direct sources. Clear status. Practical public information.

Follow the Public Money — Louisville qualifying edition 3. Louisville Metro’s approved FY2027 Executive Budget Book reports $1,125,845,000 in Council Approved operating expenditures. That is approved budget authority across six printed classes—not six cash payments and not evidence that every dollar was encumbered, contracted, invoiced, paid, recovered, or converted into a measured outcome.

Abstract and scope

This edition asks one narrow question: where does the approved FY2027 book place operating authority by consolidated expenditure class? The calculation uses the Council Approved column on Executive Budget Book page 74 and cross-checks the Detail Budget category pages. The review cutoff is November 1, 2026. Later amendments remain a separate layer.

Six approved operating classes

Expenditure class FY2027 Council Approved Share
Personnel Services $672,637,100 59.7451%
Contractual Services $249,977,100 22.2035%
Supplies $38,830,000 3.4490%
Equipment/Capital Outlay $12,813,900 1.1382%
Interdepartment Charges $1,829,600 0.1625%
Restricted & Other Project Expenses $149,757,300 13.3018%
Total $1,125,845,000 100% before display rounding

Reproducible check: the six dollar rows sum exactly to $1,125,845,000. Personnel plus Contractual Services account for $922,614,200, or 81.9486% of the approved operating total. Those shares describe the printed budget mix; they do not establish actual spending, value, waste, savings, vendor selection, influence, or performance.

Comparison is not causation

The printed FY2026 Amended column totals $1,021,280,200. The FY2027 Council Approved column is $104,564,800 higher, a 10.2386% column-to-column difference using the FY2026 amended denominator. This is a comparison between two budget states—not actual-spending growth, inflation-adjusted change, service expansion, or an explanation of why any class changed.

Authority-to-actual citizen worksheet

  1. Version: proposed, council-approved, or later amended?
  2. State: authorized, encumbered, procured, contracted maximum, invoiced, paid, refunded/recovered, audited, or outcome?
  3. Fund/source: General Fund, federal, state, receipts, transfer, restricted, or other?
  4. Class: personnel, contractual, supplies, equipment, interdepartment, or restricted/project expense?
  5. Agency/program: which page and activity owns the number?
  6. Period and denominator: which fiscal year, version, and comparison base?
  7. Next proof: which amendment, contract, invoice, check distribution, audit, or program report would establish the next stage?

Current amendment boundary

Louisville Metro Council record O-288-26 was refreshed on November 1, 2026 and remained Agenda Ready for November 5, 2026—not adopted. It is not silently folded into this approved-baseline calculation. Earlier and later amendments must be read as separate authority records.

Limitations

  • Budget classes do not identify every recipient, purchase, timing, restriction, invoice, payment, recovery, or outcome.
  • Agency totals can combine multiple funds and expense classes; a total is not a performance ranking.
  • No campaign-finance data are joined to this edition. No motive, influence, favoritism, conflict, coordination, corruption, or causation inference is made.
  • The official PDFs were previously hash-verified; the approved-budget landing page was available for current route confirmation. Readers should reacquire the live files and check later amendments.

What Di Tran University can contribute
