Abstract

Kentucky’s Office of State Budget Director publishes the 2026–2028 Budget of the Commonwealth as the financial plan enacted by the 2026 General Assembly. The official landing page separately lists the enacted budget and the earlier Executive Budget Recommendation. This edition establishes the Kentucky-phase source baseline and a citizen worksheet for keeping appropriation authority separate from later encumbrances, contracts, invoices, payments, recoveries, and outcomes.

Research question and scope

What does the official enacted Budget in Brief establish, and what additional evidence is needed before a reader calls an amount paid or an outcome achieved? Scope is the official 37-page Budget in Brief and its OSBD landing page, observed November 4, 2026. Campaign-finance records and person/vendor identity joins are excluded.

What the official package says

The Budget in Brief states that the 2026–2028 budget is Kentucky State Government’s financial plan as enacted by the 2026 Regular Session under KRS Chapter 48. It describes four supporting products: Volume I agency program detail, Volume II capital projects, the Budget in Brief, and Appropriations and Revenue Bills.

Budget-in-Brief field FY2027 enacted FY2028 enacted Evidence state
Total General Fund appropriations $16,595,539,200 $17,146,289,800 Enacted appropriation authority shown in the summary; not proof of payment
Ending balance $0 $0 Plan-summary field; not a bank-account certification or transaction ledger

Reproducibility note: the values above are transcribed from the General Fund Summary on page 1 of the Budget in Brief. No cross-year total or ROI is calculated because the source rows have their own fiscal-year and reserve structure.

The evidence chain that follows an appropriation

  1. Proposed: an executive or agency request.
  2. Enacted/authorized: the General Assembly’s budget authority, subject to the enacted text and conditions.
  3. Amended or adjusted: a later lawful change, transfer, lapse, or control.
  4. Encumbered/obligated: a supported commitment against authority.
  5. Contracted or granted: a legal agreement or award, with maximum and conditions kept separate.
  6. Invoiced and paid: billing and cash-state records, each separately evidenced.
  7. Recovered/refunded: returned amounts, when officially shown.
  8. Outcome: independently supported output or result with period, baseline, denominator, and attribution limits.

Citizen verification worksheet

  1. Write the exact document title, edition, page/table, retrieval date, and fiscal year.
  2. Identify the fund source, agency, program, restriction, and authorizing bill or act.
  3. Label the amount: proposed, enacted, amended, encumbered, contracted, invoiced, paid, recovered, or outcome-related.
  4. Preserve the official identifier and do not add unlike states as one cash total.
  5. Record what remains unknown and the next controlling source.
  6. Pause before alleging waste, savings, influence, legality, or impact without the required evidence and human review.

What the records establish—and do not establish

They establish an enacted biennial budget package and summary values. They do not establish that every authorized dollar was obligated, invoiced, paid, received, spent, recovered, or translated into a measured outcome. They do not establish motive, influence, favoritism, conflict, corruption, coordination, endorsement, or causation.
