Abstract

The statewide table at the opening of Kentucky’s enacted 2026–2028 Operating Budget, Volume I, places multiple kinds of evidence together. This edition turns the table into a four-axis reading key so a reader does not compare unlike years, funds, or accounting views.

Bounded scope and method

The reviewed corpus is the official 429-page enacted Volume I PDF. This edition uses the table of contents and statewide summary on PDF pages 8–9, labeled source pages 1–2. Values below are direct transcriptions; no ROI, savings, waste, legality, payment, or outcome calculation is made.

Axis Values shown in the statewide table Reader control
Fiscal year FY2024, FY2025, FY2026, FY2027, FY2028 Keep each year in its own column.
Evidence state Actual, actual, revised, enacted, enacted Do not call revised or enacted authority an actual payment.
Source-of-funds lane General, Tobacco, Restricted, Federal, and Road funds Preserve restrictions and do not merge unlike funds.
Expenditure view Class, fund source, and branch/unit Choose one view and avoid double counting the same spending across classifications.

Two statewide control totals

Field FY2027 enacted FY2028 enacted Meaning boundary
Total source of funds $65,027,657,337 $65,261,900,037 Statewide source table total; not a cash-receipt certification.

Citizen extraction worksheet

  1. Copy document title, PDF page, source-page label, table, and retrieval date.
  2. Record fiscal year and whether the column is actual, revised, or enacted.
  3. Record the exact fund and the expenditure view.
  4. Copy the field label and amount exactly; do not combine rows merely because they share a year.
  5. Identify the next evidence state needed: amendment, encumbrance, contract, invoice, payment, recovery, audit, output, or outcome.
  6. Stop before inferring motive, influence, waste, savings, legality, or impact.

Limits and correction route

This edition does not reconcile every agency program, bill condition, amendment, transaction, recipient, payment, recovery, audit, or outcome. Corrections should identify the exact document, page, field, and replacement evidence. Louisville correction/update coverage remains active. No public PDF derivative is claimed because a controlled file route and print receiving-surface QA were not completed.
